Constitution The Frostburg Pagan Association Frostburg State University Frostburg, Maryland. 21532 Preamble We, the members of Frostburg State University at Frostburg, Maryland, interested in religious tolerance for the pagan community, in order to guide and support others with like-minded interest, to promote the well being of the pagan community, and to provide a forum for others so inclined, do form this Pagan Association, to be governed by the following constitution. Article 1. Name The name of this organization shall be henceforth known as the Frostburg Pagan Association (FPA). Article 2. Functions The functions of the Frostburg Pagan Association shall be the following; 1. To promote a safe community for Pagans on and off campus; 2. To provide a forum for the discussion of Paganism in all of it forms; 3. To exchange thoughts, ideas, and opinions concerning Paganism and religious tolerance; 4. To explore the themes and aspects of various Pagan speakers; 5. To gather for and celebrate, the various Pagan holidays and festivals; 6. To promote Religious Tolerance on the FSU campus; Article 3. Membership and Dues Section A: Membership is open to all FSU students or persons of the surrounding community with an interest in paganism and religious tolerance, regardless of race, gender, sexual orientation, religion. All dues paying members will be eligible to participate in all association activities and to vote in all general elections. Non-dues paying members will be eligible to participate in activities but will not be able to vote in general elections. Section B: 1. Any student or community member wishing to join the Frostburg Pagan Association shall pay set dues, including all elected officers; 2. If a student or community member is unable to pay the set dues, they will be considered a member but will be unable to vote in general elections and basic group decisions; 3. The elected officers will set the dues at the beginning of each academic year; 4. The dues shall be per semester; 5. The dues must be paid by the fifth meeting of the semester. Article 4 Officers Section A: The elected officers of the Frostburg Pagan Association (FPA) shall be the President, Vice-President, Treasure, Social Secretary, and Secretary. Section B: Duty of the Officers President: The duties of the President shall include but are not limited to the following: 1: Serve as the presiding officer at FPA meetings; 2: Reserving meeting space each semester; 3: Representing the FPA at all official functions at/with Frostburg State University; 4: Vote only as the tie-breaker; 5: Have final say over any proposals or motions passed; 6: Conduct judicial proceedings when the vice president is charged or unavailable to conduct the proceedings; 7: Check the official email address; 8: Communications and public relations among officers, members, Frostburg State University, and the FSU student body. Vice-President The duties of the vice president shall include but are not limited to the following: 1: Presiding over any FPA meetings if the president is unavailable; 2: Oversee all committees established; 3: Conduct judicial proceedings for the FPA; 4: Communications and public relations among officers, members, Frostburg State University, and the student body. Treasurer The duties of the Treasurer shall include but not be limited to the following: 1. Maintain all financial records of the FPA including and bank statements and fundraisers; 2. Collect all dues each semester; 3. Be responsible for all financial decisions of the FPA; 4: Attend SGA sponsored events and meetings. Secretary The duties of the Secretary shall include but not be limited to the following: 1: Take the minutes of official meetings 2: Be responsible for all paperwork 3: Write the weekly newsletter 4: Maintain and updating the FPA webpage 3: Communications and public relations among officers, members, Frostburg State University, and the student body Social Secretary The duties of the Social Secretary shall include but not be limited to the following: 1: Arrange group agreed upon events 2: Work with the Treasurer on Fundraising events 3: Work with the President on representation of the organization at Frostburg State University events. Article 5. Historian Section A: A Historian shall be nominated every year. Section B: The Historian while having several responsibilities shall not be an elected official, and will not be allowed to vote as an officer. Section C: The Historians responsibilities shall include but not be limited to the following: 1. Taking pictures at FPA sponsored events; 2. Keep an accurate historical record of FPA events; 3. Update and keep track of the FPA scrapbook. Article 6. Meetings All dues-paying members shall set the day and time of official meetings at the beginning of each semester. This day and time shall last as long as is deemed advisable by the membership. The meetings will last as long as it deemed necessary by the membership, again, to be voted on at the beginning of the semester. Attendance is suggested of all members. Article 7. A Quorum Two thirds of dues paying members, four of whom is are officers, must be present for a quorum. No activities shall be considered official unless a quorum is present. Article 8. Advisors The advisor to the FPA shall be an interested faculty member of the Frostburg State University. He or she will be selected based on his or her willingness to a part of the group and desire to participate. He or she will advise the officers and membership on all matters relation to the University, on policies of the group and on FPA in general. There may be as many advisors as are willing to be included with the FPA. Article 9. Committees All committees shall be established and disbanded as needed by the officers. Any dues-paying or non-dues paying member may serve on a committee. Chair of the committee must be a dues-paying member. If at any time the Chair of the committee feels they cannot continue in that capacity, they must inform the president at early as possible so that a new member can be appointed. Article 10. Code of Conduct As a member of the Frostburg Pagan Association, personal conduct should be in agreement with the ideals the organization wishes to promote. 1. Religious intolerance in any form shall not be permitted during meetings. 2. No religious act, including but not limited to spells, rituals, or incantations, shall be performed towards another member with out the written and verbal consent of that member. 3. In confrontations with other religious groups or persons members shall conduct themselves respectfully courteously and with extreme tolerance. 4. There will be no pressure by one member towards another member of FPA or the FSU student body to convert, or change ones religious values. 5. Members are to note the by-law entitled “Pagan Etiquette” and follow them to the best of their ability. Article 11. Rituals It is not the goal of the Frostburg Pagan Association to perform ritual or religious gatherings in celebration of one particular faith. Therefore no meeting time shall ever be allotted to the performing of ritual or the gathering of people or materials to perform ritual. Time may be allotted to the announcement of a ritual but not to the organization of such. This does allow the organization to set up a celebration of a holiday as long as there is not religious context involved i.e. parties. Article 12. Judicial Proceedings Section 1. The Judicial board will be made up of the officers of the organization and two dues-paying members who will be voted into the position by 2/3 the dues-paying members of the organization before each proceeding. The duty of the judicial review board is to decide the best interest of the organization. In the case of fines they are to decide the amount. The Vice-president shall over see all judicial meetings. When the Vice president is unavailable to over see judicial proceedings the president will take his or her place as chair of the judicial committee. Section 2. Offenses that can be brought before the board are the following: 1. Blatant religious intolerance or “ bashing” during meetings. 2. Any religious acts towards another member with out their permission. 3. Any act that violates the rules and regulations of the stated organizational constitution. Section 3 The following are the steps of The judicial process. 1. warning from the president of the organization 2. written warning from the president and a small fine between five and ten dollars depending on the extent of the offense. 3. A fine, between ten and twenty dollars and a judicial review. Depending on the severity of the act, the dismissal from the organization, or 1 more chance. 4. Dismissal from the organization. 5. Depending on severity of the offense if necessary campus police will be contacted to remove the offender from the organizational meeting. Article 13. Amendments 1. Any member may propose an amendment to this constitution. 2. To be approved, an amendment must have the positive votes of at least two thirds of the dues paying membership, including the officers and the advisor(s). 3. Any new Amendments must be brought to the attention of the organization by the fifth meeting of the semester. Article 14. Ratification For this constitution to be approved, at least two-thirds of the dues-paying members must vote for ratification, including officers and the advisor(s)
